CTI OES JV was awarded the ESPC for the VA Southern Nevada Healthcare System in North Las Vegas, NV, because of our decades of ESPC experience and Service Disabled Veteran Owned Small Business certification.

As the largest hospital system in the country, the U.S. Department of Veterans Affairs serves more than 9,000,000 veterans each year at its 170 VA Medical Centers and outpatient clinics.

In 2016, the U.S. Supreme Court mandated federal agencies hire qualified Service Disabled Veteran Owned Small Businesses if at least two were qualified to accomplish the required work. CTI OES JV, CTI’s Joint Venture with ENGIE Services U.S. Inc., earned the Certified Veteran Enterprise qualification, making it eligible to implement large and complex installations for the VA. 

At its Southern Nevada Healthcare System in North Las Vegas, the VA sought a partner who would be able to provide an ESPC for its facility built in 2012. Due to limitations of funding allocations, and the rapid advances in energy efficiency technologies, the relatively new building needed a variety of equipment improvements. CTI was awarded the ESPC to provide energy conservation analysis, third party financing, engineering, design, installation, and long-term equipment performance monitoring.


Goals

CTI OES JV worked closely with the client to achieve the project goals of an enhanced patient environment and maximum energy savings by designing an integrated and optimized system of energy conservation measures. The installation, due for completion in spring 2022, includes updated interior and exterior LED lighting, improved air handling and ventilation system controls, and optimization of the chilled water system controls.


Challenges

The COVID 19 pandemic struck mid-project, requiring masking and social distancing measures from the implementation team. The hospital’s 24/7 operations demanded careful scheduling of installations for the protection and comfort of patients, and staff. There were also scheduling changes required due to pandemic related equipment delays and shortages. Despite these internal and external challenges, CTI OES JV maintained its overall installation schedule.


Results

While this project is due for completion in spring 2022, positive results are already apparent through integrated energy savings. For example, air conditioning costs have been reduced through the use of cool LED lighting, which also reliably illuminates hallways for safer patient and staff movement within the facility.


CTI OES JV continues to perform its services as the prime contractor for work conducted under the ESPC agreement. We provide Measurement and Verification to assure the guaranteed performance of the equipment for the term of the contract.
